Fertility Pills for Dogs?

I am just wondering.. my dog is barely 3 years old, she is a shih-tzu but I have not seen her get a menstruation, do you think its normal? Actually I have 4 girls at home and the 3 have not has any monthly period. I am just wondering if its all about the food they take, their supplements maybe or what?
Well it does not matter to me if they cannot born a puppy but what matters to me is that I hope it is normal and they are healthy pus I do not want them to have any kind of medications such as extenze for human men because one it is not for dogs. Maybe if i’ll get my vets advise i’ll tell you all about it.
